About Service Accountability Agreements

The Local Health System Integration Act (LHSIA) provides the underpinnings for the new accountability relationship between the Ministry of Health and Long-Term Care (Ministry), the Local Health Integration Networks (LHIN), and Health Service Providers (HSP). HSPs are organizations funded by the LHINs to provide health based services.

The South West LHIN is accountable to the Ministry through the Ministry-LHIN Accountability Agreement (MLAA).

HSPs are accountable to the LHIN through Service Accountability Agreements (SAA). A SAA is a legal agreement between an HSP and the LHIN and is required under LHSIA and the MLAA. The LHIN must have a current SAA in place to provide authority for the LHIN to fund a HSP. The SAA is typically a two-year contract and stipulates accountability and performance obligations for planning, integration and delivery of programs and services. There are three types of SAAs which are sector specific; Multi-Sector Service Accountability Agreement (M-SAA), Hospital Service Accountability Agreement (H-SAA), and Long-Term Care Homes Service Accountability Agreement (L-SAA). The M-SAA covers four provider sectors; Community Care Access Centres, Community Support Services, Community Mental Health & Addictions, and Community Health Centres.

SAAs are public documents. An individual HSP SAA can be accessed through the HSP office or website and is also available at the South West LHIN office.
